The Department of Natural Resources (DNR) has an exciting opportunity within our Product Sales & Leasing Division. Do you have a vision for DNR’s entire timber sales preparation program? DNR’s timber sales generate $180 – $220 million in revenue each year, benefitting such public services as school construction around the state, a variety of county services including fire district and libraries, Washington’s colleges and universities, maintenance for state capitol buildings, and the continued management of state forested trust lands. This is one of those government jobs which is entirely funded by the money the program earns! The timber harvested from DNR lands also contributes to rural economies through the jobs at lumber mills, and sustainable wood building products for our state and beyond.

Our small-but-mighty timber sales team in the Product Sales and Leasing Division works closely together, even when we’ve been far away (working from home). Our team will rely on you to contribute your talents!

Duties

Responsibilities:

  • Manage the statewide implementation of the timber sales volume delivery program. You are responsible for the setting the annual marketing plan, creating marketing tools, monitoring performance, and ensuring statewide sale scheduling meets volume and value goals.
  • Provide expert-level timber marketing guidance to program and region staff, based on extensive experience and ongoing knowledge improvements of forest industry needs and trends.
  • Maintain tracking of deadlines and issues, for planning and to provide feedback on performance. Identify trends and suggest cross-regional solutions to help all regions develop scheduling and marketing capabilities.
  • Monitor and evaluate pre-sales metrics to provide data-driven feedback, with a goal of continuous improvement in outcomes and statewide consistency.
  • Update and provide operational guidance to regions regarding field and document sale preparation standards.
  • Directly supervise two staff, who are responsible for the timber sale processes such as sale packet completion and compilation, timber sale processes review and tracking, timber sale appraisals, and the timber cruising program
  • Provide performance expectations, provide training and feedback, assign and monitor work, manage personnel actions and performance.

Qualifications

Required Qualifications: 

  • At least 10 years experience with timber sales. This experience should include:
    • At least 4 years of timber sale design & field layout experience.
    • Completing legal and procedural paperwork for at least 15 timber sales.
    • At least 4 years reviewing others’ timber sale paperwork.
  • Experience creating and modifying highly complex spreadsheets or datasets to meet different project needs.
  • Project management experience.
  • Experience providing expectations and feedback for others, following a formal performance & development plan outline.
  • Key Knowledge:
    • Detailed knowledge of DNR timber sale layout and paperwork standards.
    • Current professional-level knowledge of log grades, lumber products, lumber manufacturing standards, and log and lumber market trend information, including specialty products.
    • Familiar with forest products industry manufacturers in the Pacific Northwest.
    • Familiar with industry-standard practices for timber appraisal and valuation methods.
    • Timber Cruising methods, acceptable standards, and standard professional practices.
    • Knowledgeable about capabilities, limitations, and general costs of timber harvesting and forest road-building equipment.
    • Knowledge of laws related to DNR, timber sales, and contracts.
    • Knowledge of Employee Performance Management cycle, and applicable Collective Bargaining Agreements (CBAs).
  • The incumbent in this position is required to travel. Approximately monthly; frequency and length depends on seasonal needs.
  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

Our ideal candidate will also have the qualifications listed below:

  • Bachelor’s degree or higher in Forestry, Natural Resources, or a closely related field, OR a Bachelor’s degree in Business Administration, combined with at least 5 years’ experience in the forest industry.
  • 15 years of experience with timber sale design, paperwork, and contract compliance, with at least 5 years experience reviewing others’ timber sales.
  • Experience working as a cruiser or check cruiser, with verified success estimating volumes in standing trees.
  • Knowledge of DNR business practices, organizational structures, and agency policies. Knowledgeable of DNR’s legal responsibilities as a trust manager, and specific trust mandate components. Familiar with requirements of:
    • Policy for Sustainable Forests (PSF),
    • DNR’s Habitat Conservation Plan (HCP),
    • Criteria for formal forestry certification programs (SFI ® and FSC ®).
  • Intermediate-level or better skills using GIS mapping systems.
  • Intermediate-level or better skills using the Land Resource Manager (LRM) application.
