The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resiliency Division’s Community and Landowner Assistance Section/Service Forestry Program. The DNR’s Forest Resiliency Division is seeking a motivated individual to lead our Service Forestry team – forest and regional level.

The Service Forestry Program is an integral part of the DNR team through the direct delivery of technical assistance and educational services supporting proactive management of Washington’s small private forest lands. The program provides land management advice to landowners and helps to assess resource conditions and forest health, identify potential problems and opportunities, determine cost-share eligibility, assist with treatment implementation, and recommend management practices to help achieve objectives. The program educates landowners and assists with development and implementation of management plans to guide current and future management actions.

As part of this Division and Program, you will work along side a talented cadre of professional planners, scientists, and implementers providing service to state, private, and federal partners to increase the resiliency and health of Washington’s forests and landscapes. In this position, you will lead a skilled team focused on providing services to small private forest landowners throughout Washington, serve as the subject matter expert and be responsible for the overall oversight and coordination of stewardship and forestry program planning, administration, technical assistance programs, financial assistance programs, and federal reporting requirements. This position works with the program team under the supervision and guidance of the Assistant Division Manager for Community and Landowner Assistance to provide leadership to direct reports consisting of one financial assistance program administrator, two coordinators, and two biologists as well as providing program guidance and direction to region-based service forestry staff consisting of district managers, service foresters, and forestry specialists.

Duties

Responsibilities:

  • Serve as senior planning consultant for Statewide integrated private lands technical services programs.
  • Build and support western Washington Service Forestry Program including the financial assistance program.
  • Provide program leadership, direction, coordination, support, and formulate program policies, goals, priorities, implementation timelines, and long-range objectives informed by UDSA Forest Service program guidance, the WA State Forest Action Plan, 20-Year Forest Health Strategic Plan, 10-Year Strategic Plan for Wildland Fire Protection, and in compliance with state and federal policy, law, and objectives.
  • Act as program lead for the Commissioner of Public Lands’ One-Stop-Shop for Integrated Landowner Assistance, requiring substantial interprogram and interagency coordination at the program manager level and above.
  • Collaborate and coordinate with USDA Forest Service, USDA Natural Resource Conservation Service, the Forest Stewardship Coordinating Committee, and other local, state, and federal stakeholders serving small forest landowners to secure program support and create a vibrant, forward-looking program within Washington.
  • Develop, monitor, and amend biennial budgets, expenditures, and deliverables related to program activities as available and allocated resources change.
  • Prepare grant narratives, budgets, and modifications for submission to USDA Forest Service or others in coordination with regions and Division’s grants and contract staff.
  • Develop and administer agreements for implementation of program activities in coordination with grants and contract staff.
  • Provide leadership to multiple professional staff to achieve program priorities and objectives. Set and maintain focus on program priorities and meeting deliverables. Develop work plans, assign and inspect work of staff. Establish work guidelines, expectations, and performance requirements.
  • Mentor, identify and promote professional development opportunities for program personnel.
  • Participate in training, professional development, and continuing education to maintain credentials such as SAF Certified Forester, Certified Tree Farm Inspector, Public Pest Control Consultant, or others.
  • Provide oversight and direction for the development of training and professional development plans for program and regional Service Forestry staff to ensure consistency in program delivery statewide.

Qualifications

Required Qualifications: 

  • Master’s degree in forestry, natural resources, public administration, or related field AND minimum of five years of professional experience in forestry and program administration.
    OR
    Bachelor of Science degree in forestry, natural resources, public administration, or related field AND a minimum of seven years of professional experience in forestry and program administration.
  • Three years of experience in building partnerships and securing funding through those partnerships.
  • Three years of experience successfully managing and administering grants, contracts, or other partnership agreements.
  • Three years of experience supervising at least one professional level employee.
  • Demonstrated experience of effective oral and written communications and can convey messages clearly and persuasively. Excellent public speaking skills.
  • Demonstrated experience responding to and interacting in a positive, responsive, cooperative, collaborative manner with the public and other professionals (both inter-organizational and interdisciplinary).
  • Proficient with computers and Microsoft Office applications and SharePoint.
  • Works well independently and effectively manages multiple tasks at different stages.
  • Organizational management – has a strong understanding and ability to organize efficiently and the ability to develop or use systems for tracking implementation and accomplishments of several complex projects.
  • This position requires approximately 1 to 2 days away from the duty station per month that includes overnight travel for meetings, conferences, and teaching within Washington and nationally.

Our ideal candidate will also have the qualifications listed below:

  • Experience with Geographic Information Systems (GIS), including ArcMap, Survey123, and Collector, and other mapping tools to document work and convey information to non-technical audiences.
  • Successful history of providing technical assistance, education, and educational materials to non-professional audiences, especially forest landowners.
  • Experience with Forest Stewardship Plan and Forest Management Plan development.
  • Current knowledge of Forest Practices rules; Forest Practices Board Manual guidance; and DNR Forest Practices policies, procedures, and practices.
  • Previous experience working with small forest landowners.
  • Public Pest Consultant certification or the ability to become certified within one year of hire.
  • Certified Tree Farm Inspector certification or the ability to become certified within one year of hire.
  • FAA Part 107 Remote Pilot certification or the ability to become certified within one year of hire.
