Are you interested in facilitating aquatic habitat restoration throughout the Salish Sea? The Washington Department of Natural Resources (DNR) is looking to fill a Program Lead position to implement demolition and habitat restoration projects through the Derelict Structures Removal Program (DSRP). In partnership with the other Restoration Managers, and under the supervision of the Restoration Program Manager, the position independently plans, organizes, implements, and is accountable for achieving the removal work outlined in the Derelict Structures Bill (SB 5433) passed in 2023. This position supervises one Restoration Manager (NRS3) and will work closely with them to permit, partner, contract and facilitate removal and restoration. This position will also work closely with the Restoration Program Manager to develop piling removal projects and to facilitate the Nearshore Conservation Credit Program. The position also supports the Restoration Program Manager in developing long-range restoration objectives for Puget Sound while integrating internal and external program and policy objectives.
Duties
Responsibilities:
The Restoration Manager’s responsibilities include the following:
- Leads and develops the Derelict Structure Removal Program to meet the requirements of the Derelict Structures Bill and any future amendments.
- Liaisons with internal and external stakeholders for program growth and development. Works closely with partners from the Puget Sound Partnership, RCO, and NOAA to develop and implement program goals related to the Nearshore Conservation Credit Program.
- Administers and manages the DSRP budget including development, tracking, and monitoring of capital budgets, grants, and other funds.
- Plans, tracks, and monitors public works contracts for the demolition and removal of derelict overwater structures, manages associated budgets, ensures compliance with contract terms and performs site inspections.
- Supervises and manages assigned NRS 3 staff and fieldwork crews that perform restoration work on state-owned aquatic lands, including but not limited to derelict structure removal, large debris and creosote-treated debris removal activities.
- Manages and maintains capital assets needed for the DSRP including trucks, trailers, vessels, submersible remotely operated vehicle (ROV), power equipment, and tools. Ensure equipment is maintained and operated in safe manner.
- Develops and implements creosote piling removal projects to address conservation credit balances in the five service areas of the Puget Sound. Oversees budget management and coordination of DNR reimbursement for credits.
- Provides timely communication to other DNR staff and external partners (including Tribal, state, NGO, and federal partners) and conducts education and outreach to the public.
- Helps to support other district and division activities including habitat stewardship and environmental review of proposed projects affecting state-owned aquatic lands.
