Duties

Responsibilities:
The Small Forest Landowner Office is seeking a manager to administer the Family Forest Fish Passage Program.This program helps qualifying small forest landowners fix fish passage barriers on their property. The program funds the replacement of eligible barriers with new structures. Assigned work duties include:

  • Provides first level management and acts as the statewide designated technical expert with a high degree of interaction with other state agency program partners, external stakeholders, project sponsors, regulatory agencies and the public for the successful implementation of the Family Forest Fish Passage Program (FFFPP).
  • Tracks the deliverables of the FFFPP by coordinating with the Fish Passage Team which includes a representative from the Dept. of Fish and Wildlife (WDFW) and the Recreation and Conservation Office (RCO).
  • Coordinates with the Department of Revenue to assure applicants meet small forest landowner’s criteria.
  • Determines eligibility of FFFPP applications based on:
    • Small forest landowner eligibility criteria;
    • Status of fish passage barrier;
    • Ownership of road crossing and project area; and
    • Forest land and or haul route utilization determination.
  • Implements FFFPP program priorities consistent with DNR’s mission and goals.
  • In coordination with the Fish Passage Team, recommends FFFPP project priorities, funding, and cost-share agreements to the FFFPP Steering Committee.
  • Conducts pre-work conferences with the project sponsor and contractor.
  • Provides guidance and coordination with other agencies regarding forest practices applications and other permitting related issues.
  • Negotiates in-kind services including labor, equipment, materials, and other landowner-provided services.
  • Prepares and produces annual statewide FFFPP Implementation Report.
  • Compiles FFFPP GIS data with Forest Regulation Division staff.
  • Prepares and presents routine status/forecast reports and bill analyses regarding the Family Forest Fish Passage Program when requested by Forest Regulation Division Management.

Qualifications

Required Qualifications: 

  • A Bachelor of Science degree in a natural resource science/management field such as forestry or a closely related field.
  • At least three years of professional level forest management experience in road design and construction.
  • Experience working in a natural resource program providing services to the public.
  • Working knowledge of business support software and computer software programs (Word, Excel, PowerPoint, Outlook, and the ability to maintain databases) and GIS.
  • Demonstrated ability to prepare and deliver technical presentations to the public and other interested stakeholders.

  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
  • Ability to walk over steep, uneven terrain under a variety of weather conditions year-round is required. Field work: Walking on uneven ground and in stream work, driving on paved and unimproved gravel roads.
  • The incumbent in this position is required to travel. Some travel is required, and is typically local or statewide, to meet with sponsors, engineers and DNR and WDFW representatives to conduct business, or attend or provide training.
  • With approval from the Appointing Authority, tele-working for a portion of work time is an option.
